My own particular "issue" which I didn't discover until I left the PD was that I had ADHD, which was a boon to my work as a cop in many ways. In fact, it's what makes me zoom into problems and see the big picture and the solution. However, after I retired, the ADHD became a problem for me and it's because I lost the external discipline that existed. Though it was written by a former police officer, it did not go unnoticed that since the police interact with the entire public at all levels; they have massive insight into the entire public at all levels. I think it overlays all services impacting people, places, & things. It is a worthy read for all ages; however, it should be mandatory in our schools. Because of this, I have shared an excerpt with my Commissioner. Because of his work as a law enforcement officer and his obviously brilliant mind, Mr. Brown has outlined the impact of a citizen’s personal accountability and development and/or the lack there of on their community and their lives. While, the book is only 25 pages, and this probably was not his intent, it speaks volumes about Power, Affluence, and Success. However, to create the kind of long-term good will I'm referring to requires such a risk. Of course insane or irrational rants can be deleted, but a great deal of the feedback may be helpful to gauging the effectiveness of police operations. <br /><br />As a former police officer, researcher and academician with over 26 years of experience, I've seen a current decadence in society bordering on dystopia. <br /><br />Our experiences have given us a keen insight into human nature unlike any other profession. On a 911 call, people are being their unadulterated selves. Just think how much information and feedback we could gather when people are allowed to merely talk without being censored. I speak from a position of knowledge, as I have 28+ years of law enforcement experience. I DO agree with the concept of using the web to get into the homes of our citizens and promote what we do, provide advice, feedback, etc. (more on that later) However, when you start a blog it can get out of hand. There are too many people who dislike what we do and will spend all of their time posting insane rants, etc. It would also be time consuming to have a detective respond to posts, depending on the workload of the agency. I am in a mid-sized, 500+ sworn personnel, and our detectives are too busy to be responding to such posts. <br />Now, let me explain how I did what you are advocating and had much success in doing it, in fact, too much success for my own good. I allowed and encouraged our citizens to subscribe to an email list that I managed. I would send out emails with information about the most recent crimes, wanted persons, examples of good police work, etc. The public response was overwhelming. It completely changed the public's image of our Department. It eventually was mandated to be done by all of the other Precinct Captains. The public learned a great deal about how hard our officers work and what they can do to protect their homes and assist us in apprehending criminals. The officer cannot possibly fufill these extra expectations created in the mind of the merchant. This expectation is always unstated. Most of the time it is offered subconsciously and masked as a confusing mix of gratitude plus expectation for "next time I call you". There is no doubt why Macdonalds provides free food to officers---- it brings them by regularly. Starbucks may give free coffee or reduced prices not available to the general public. Why? Because that attraction motivates the police to have their coffee there and the company and the customers like that as they feel safer. The same goes for convenience stores open all night such as 7-11 and AM-PM.<br />Gratuities offered to police (and fire) are inherently bad. Any time an expectation of better response or better treatment is created for one, there is a danger of inequality of treatment for others.<br />I understand the author's premise that gratuities can be motivating to officers, however, that does not make them beneficial or ethical. Receiving gratuities beyond a certain amount each year (as many cities have forbidden) is a violation of City and Department regulations for a reason.<br /> Declining gratuities is a true test of an officer's ethics. Officers are wise to leave the appropriate cost of their meal in the tip jar or tray instead of openly arguing with the merchant or owner over free meals. In my career, this was a common solution when officers tried to pay "full price" but the merchant insisted on the gratuity. Merchants can avoid the trap by only offering gratuities or discounts in the amount that they would extend to the general public during any promotion or special sale. <br />Merchants are well-meaning in their attention to police and firefighters, as they truly value their service. Gratuities, however, are always problematic as they may create expectations that are hard for police and fire to deliver. You are called to a scene because all other forms of communication have broken down , in any color black, white, brown, yellow, red, in any color fubar is fubar. Triangulation is new to me. But you are so right you have to defuse the situation by making both sides feel like they each walked away a winner and still execute the spirit of the law, not an easy task. This task is best done those who can read people in an instant. This comes with time served ...tenure....If you make it long enough in the business to do that you learn that the green guy next to you with a third eye and an antenna sticking out of hat is your partner and he has your back and you have his no matter what...him you can trust....All others you have to take with a grain of salt, heavy on the salt.You have to be at your best when the whole world around you is at its worst, and make decisions in record time. You partner is your ticket home in one piece. I have been blessed in that I have had some really wise and creative partners. To answer your question...finally...no..no department worth it's weight has those issues...In real cop life all we have on the job is each other, no matter what color.
